MEET THE STAFF

Mary McHugh
Director
Mary McHugh began her career with the IAM in 1995 as an Associate General Counsel in the Legal Department at IAM headquarters. Prior to coming to the IAM, Mary worked as an aide to U.S. Representative Jim L. Oberstar. She has a bachelor of arts degree in history from Princeton University and a juris doctor degree from the University of Michigan Law School. Mary served as Assistant Director of the Winpisinger Center from 2006 to 2022 when she became its first woman Director.

Joe Gruber
Assistant Director
Joe Gruber has been a part of the labor movement for 20-plus years as a member of the UFCW; the Carpenter’s Union in both Chicago, Illinois, and St. Louis, Missouri; and of IAM Local Lodge 387 (District 837, aerospace) as of 2008. During brother Gruber’s time at LL 387 he served as the education chair and as a delegate to the Missouri Legislative Conference. In 2016, he became an educator for District 837 and in 2017 was appointed Educational Representative for the Midwest Territory. In 2020 he took a position with IAM CREST at Headquarters as a project coordinator/instructor and in January of 2021 came on staff of the Winpisinger Center as an Educational Representative. Joe became Assistant Director of the Winpisinger Center in July 2022. He is currently working on a degree in business with a focus in labor studies.

Ines Garcia-Keim
Educational Representative
Ines Garcia-Keim joined Local Lodge 914 (Newark, New Jersey) in 2012; as a member of Local Lodge 914, she served as shop steward and as chair of Local Lodge 914’s Legislative Committee. Ines became a District 141 Organizer in 2016; in addition to working in the field, she also translated campaign materials to Spanish. In 2018, she was appointed Communications Representative for District 141 and took on the roles of writer and lead copy editor. She has represented Local Lodge 914 in the New Jersey State Council of Machinists, was elected as the council’s Legislative Director, and later served as Council President from 2018 to 2021. Prior to her appointment as Educational Representative in 2021, Ines participated in the Spanish Leadership Working Group, which advises on, plans, and implements the Winpisinger Center’s Spanish language programs. She holds a B.A. from Barnard College, Columbia University.

Matthew Pyne
Educational Representative
Matt Pyne joined District Lodge 140, Local Lodge 1763 in 2009 and has served as shop steward, a national contract negotiation team member for collective bargaining, a contract researcher and presenter, and a 10-year health and safety representative in Halifax, Nova Scotia, Canada. As a young Machinists leader at his local, Matt participated as an organizer, presenter, and mentor. He was elected president of Local Lodge 1763 for two consecutive terms representing workers in Nova Scotia, New Brunswick, Prince Edward Island, and Newfoundland. Matt holds a Master’s of Science in Labor Studies from the University of Massachusetts Amherst with a specialization in Union Leadership and Administration.

Dee Colbert
Educational Representative
Dee Colbert initiated into Local Lodge 846 (Baltimore, Maryland) in 1998 while employed with Southwest Airlines. There, she served as Shop Steward, Conductor-Sentinel, Trustee, and Recording Secretary; during this time, she also lobbied in Washington D.C. and participated in Day of Action events. She transferred to Local Lodge 2665 in Atlanta, Georgia, in 2012 where she served as Vice-President for multiple terms. While in Atlanta Dee worked on the Delta Campaign which sparked her interest in Organizing. That interest grew into a passion and led to her appointment as the Director of Organizing for District 142 in 2021. While serving as Organizer, she participated in several Air Transport campaigns and trained and deployed organizers as well. Serving as the Committee Chairperson for Organizing at the IAM’s 2023 North American Transportation Conference turned a spotlight on her work as an Educator which in turn led to her interest in becoming an Instructor at the Winpisinger Center. Prior to her appointment as an Education Representative, Dee attended programs at the Winpisinger Center. She also obtained an Associate’s Degree in Business Management with a concentration in Labor Studies through the IAM’s Free Union College program.

Anne Wiberg
Educational Representative
Anne Wiberg IAM International President Brian Bryant has appointed Anne Wiberg as Education Representative at the William W. Winpisinger Education and Technology Center in Hollywood, Md., effective Dec. 1, 2024.This appointment marks Wiberg’s return to the Winpisinger Center. She previously worked at the Center as an Education Representative from 2007-2011: in this role she reviewed and updated curricula; coordinated Spanish Leadership, Federal, and Women’s Leadership programs; and facilitated the Spanish Leadership Working Group. Prior to that, Wiberg was an Apprentice Organizer and Special Representative for the Organizing Department. Having departed the Center in 2011, she has since worked as a District 10 Organizer, leading strategic external and internal organizing campaigns in Wisconsin and Upper Michigan. She also served as the Assistant Field Coordinator for the Wisconsin State AFL-CIO during 2020, a difficult year for unions and organizing.In addition to her union experience, Wiberg’s educational background includes organizing, communications, economics, and political science. She has remained active with the Spanish Language Working Group since her departure in 2011 and will continue to do so upon her return.

Tim Hight
Educational Representative
Tim Hight IAM International President Brian Bryant has appointed Tim Hight of Local 2018 as Educational Representative at the William W. Winpisinger Education and Technology Center in Hollywood, MD, effective March 1, 2025. No stranger to the Center, Hight has participated in Leadership and Staff programs, including Arbitration, Collective Bargaining, and Organizing. Most recently, the Directing Business Representative of Local 2018, Hight served as Organizer from 2018-2021. In that role he developed strategic plans for organizing campaigns, provided communications in support of the campaigns, and delivered strong leadership and direction to the teams working under him. In addition to his roles at Local 2018, Hight served as the Secretary-Treasurer of the Indiana State Council of Machinists.

Pamela Evans
Educational Representative
Pamela Evans IAM International President Brian Bryant has appointed Local 2003’s Pamela Evans as an Educational Representative at the William W. Winpisinger Education and Technology Center in Hollywood, Md., effective March 1, 2025. Evans is familiar with the mission of the Winpisinger Center as she attend Leadership I, II, Advanced, and Train-the-Trainer. She has also participated in the Basic and Advanced Women’s Leadership Programs and the Veteran’s Services Program. Part of the first LEADS (Leadership Excellence Assembly of Dedicated Sisters) cohort, Evans completed the program in September 2023. Evans comes to the Center from Alabama, where she joined Local 2003 in 2002. She has held material specialist, production control clerk, and quality deficiency report technician positions for DynCorp and M1. In 2017, Evans retired from the United States Army National Guard after 24 years, where she worked as a heavy motor vehicle operator, supply specialist, and administrative specialist. Evans holds an associate’s of arts and a bachelor’s of arts in business administration from Purdue Global University and will graduate from there in June 2025 with a master’s of business administration.

Jonathan Ortiz
Educational Representative
Jonathan Ortiz IAM International President Brian Bryant has appointed Jonathan Ortiz from Philadelphia Local 1776 as an Educational Representative at the William W. Winpisinger Education and Technology Center in Hollywood, Md., effective May 1, 2025. No stranger to the Winpisinger Center, Ortiz has taken leadership and organizing programs. He is also a member of the Spanish Leadership Working Group and has been involved in reviewing, translating, developing and delivering the leadership programs in Spanish. As a union activist for more than 20 years, Ortiz built a strong foundation as an educator, organizer, and committeeman. He began his career with American Airlines in 2001 and joined the IAM Union in 2015 following the American-US Airways merger announcement. When the merger was finalized in 2020, Ortiz was appointed to the American Airlines Grievance Committee, making him the first Hispanic grievance committeeman in the history of the Local. He joined the District 141 Education team in 2022 and has traveled extensively to educate members who work for American, United, and United Ground Express. At the 2024 International Convention, Ortiz served as Chairman of the Young Workers Committee.

Richard Dees
Educational Representative
Richard Dees International President Brian Bryant has appointed Richard Dees from District 725 as an Educational Representative at the IAM’s William W. Winpisinger Education and Technology Center in Hollywood, MD, effective June 1, 2025. Since 2009, Dees has held positions of increasing responsibility within the union, including Chief Steward, Negotiating Committeeman, and Vice-President for Local 25. In 2014 he was appointed Business Representative for District 725 and in 2016 as its Area Director. In his capacity as a Business Representative, Dees played an active role in numerous organizing campaigns, contributing to the growth of Local 25 from 5 bargaining units to 20. He has successfully negotiated numerous first contracts under the Service Contract Act and led negotiations for two separate Master Agreements: one that consolidated five bargaining units under a single employer, and another that unified five different companies under one collective bargaining agreement. He has represented a wide range of workers, from janitors to drone pilots.

Traci Drummond
Research Librarian
Traci Drummond joined the Winpisinger Center’s staff in 2018 and is responsible for managing the Center’s library, social media accounts, and website. Previously, Traci was archivist for the Southern Labor Archives at Georgia State University Library, which houses the historical archives of the International Association of Machinists and Aerospace Workers.
